Short Description of the Project:

SAFER – Systems of Advanced technologies For Environment protection and Risks prevention aims to reduce climate-related risks and enhance disaster resilience in vulnerable areas of Southern Italy (Puglia, Basilicata, Calabria) and Greece, with a main focus on Ithaca Island.

The project is built on three strategic pillars: ANTICIPATE: improving climate risk assessment through data collection, advanced modelling, and a cross-border hazard cadaster; ALERT: developing AI-based early warning tools and a Decision Support System (DSS) for real-time risk monitoring and response planning; PREPARE: strengthening local capacities by training professionals, raising public awareness, and promoting community preparedness.

SAFER promotes climate-resilient infrastructure, integrating existing knowledge with innovative technologies such as digital platforms, remote sensing, and AI-driven risk modelling, as well as technical equipment to intervene in case of emergencies. Expected results include: a functional and shared early warning system; enhanced capacity of local authorities and infrastructure managers; increased resilience of critical assets; improved cross-border governance and community awareness.

The partnership includes: ASSET Puglia (Lead Partner, IT), Southern Apennine River Basin Authority (ABDAM, IT), KEMEA – Center for Security Studies (GR), NTUA – National Technical University of Athens (GR), and the Municipality of Ithaca (GR). SAFER contributes to the EU Disaster Resilience Goals and the EU Strategy on Climate Adaptation, fostering coordinated, data driven responses to extreme climate events in the cross-border area.

The project consists of five (5) Work Packages:

  5. PREPARE – Improving Preparedness for crises management

The Role of KEMEA:

KEMEA has a significant role in the project as it participates in all Work Packages and leads WP3 “ANTICIPATE: SAFER Models and Observatory”. In addition, KEMEA is responsible for the development of two deliverables:

  • D3.1 – Existing knowledge mapping. The scope of this Deliverable is to conduct a review of literature on climate change related hazards, mitigation measures, relevant standards and policies in Greece, Italy and the EU.
  • D3.5 – Development of a vulnerability and damage assessment framework. The focus of the Deliverable is on developing a multi-stakeholder network to promote the adaptation measures and improve territorial resilience by sharing information and best practices, raising public awareness and developing more efficient tools.
