Within the framework of EU Project “GCC: A CyberCrime Center of Excellence for Training , Research, and Education in Greece”, the 1st Advisory Board meeting was held on September 12, 2013 at KEMEA Conference Room premises, with the participation of Project Consortium Partners.
The Advisory Board consisted of representatives from:
• the Hellenic Authority for Communication Security and Privacy (ADAE),
• the Hellenic Data Protection Authority (HDPA),
• the Ministry of Interior,
• the Hellenic Telecommunications Organization (OTE),
• Google Hellas,
• Microsoft Hellas.
The participant Partners of the meeting were:
• the Center for Security Studies (ΚΕΜΕΑ)
• the Institute of Computer Science (ICS) of the Foundation for Research and Technology – Hellas (FORTH)
• SafeNet
• the Law School Department of the Aristotle University of Thessaloniki
The meeting was attended by representatives of:
• the Criminal Investigation Division of the Hellenic Police,
• the Cyber Crime Unit of the Hellenic Police,
• the Consumer Protection NGO ΕΚ.POI.ΖO,
• the head of the New Media department of “Naftemporiki” economic newspaper website
The meeting’s proceedings started with a brief introduction and information for the GCC Project from the part of KEMEA.
Furthermore, the meaning of Cybercrime, as well as the authorities and proper functionality of the Advisory Board were analyzed within the framework of the project. Following to that, the project’s structure, the research part in details, as well as the progress of GCC actions were presented. It is worth to mention that special reference was made to the existed legal framework and legal infrastructures regarding Cybercrime, and more specifically, concerning the project’s combined actions. However, an emphasis was given regarding the necessity of the creation of a National Security Strategy against Cybercrime following to other EU Member-States standards. The latter led the conversation which followed regarding the specific actions taken by the European Cybercrime Centers against Cybercrime.
High in the meeting agenda was the forming of the thematic chapters for the 1st two-days Training Seminar of the GCC, which will be organized by KEMEA in December 2013. Specific report was made to the needs acknowledged so far, relevantly to each one of the Participants’ category (LEA personnel, Public Officials, NGO, Professional Organizations, Judicial). Knowledge transfer among the partners involved, regarding the elements consisting Cybercrime, was preconceived as a major importance objective, as well as a Training Seminar success indicator. Furthermore, several issues regarding Education, Training, and Research within the Cyber-security sector were further discussed and analyzed, in order to achieve to the utmost degree the objectives set by the nature of the project itself.
An open discussion followed, dealing with the major challenges regarding Cybercrime in Greece and throughout Europe, as well as the identification of necessary actions to be taken in the basis of dealing with the above-mentioned challenges.
The meeting concluded with short comments and remarks made on behalf of the representatives of the project participant carriers.

GCC is an EU funded project within the framework of the Prevention of and Fight against Crime (ISEC 2011) Programme, in which actions for the prevention and the fight against Electronic Crime are included. The overall Project duration is 36 months.
